桃園市長鄭文燦重要政見「鐵路地下化」,議員魯明哲直指將會遇到坡度深度工程技術上問題,中壢雙鐵共構時間挑戰和最重要的「中央已經沒錢」的財政挑戰,強調桃園人的心聲是快點完成,不要高架、地下化,最後變成一場笑話,鄭文燦承諾1年內完成交通部協商。魯明哲說,城市建設要和時間賽跑,他直指全台8處高架化建設都是綠營執政,並舉台中都會區高架捷運化工程預計2017年完工,強調同是綠營色執政的林佳龍沒有喊停,彰化更是力爭經費,擔憂桃園經費轉給其他縣市,對鄭喊話:「桃園特立獨行不會讓你鶴立雞群,只是作繭自縛!」

他也強調鄭文燦在擔任第14屆議員時,正好是鐵路高架和地下化討論時期,但鄭321次登記發言中,攸關鐵路議題次數為零,2003年綠營核定桃園採高架化,鄭歷任行政院發言人、新聞局長要職卻未為桃園發聲,批評鄭上任後喊下跪是政治操作,拜託鄭文燦1年內爭取不到經費,就要續推鐵路高架化。鄭文燦說,雙北、高雄等台灣主要都會區都是採取地下化,強調舊縣府時代採高架化,工程就已落後,強調先期工程相同,目前改弦更張仍來得及,改採地下化,工期還可以縮短到最少,他舉研考會的民調表示有高達66.9%的民眾支持鐵路地下化,他說18年前擔任縣議員時沒有今日的爭辯,未來會全力向中央爭取及溝通協調,預計在一年內與交通部協商溝通,定調完成地下化方案。,
