北市府計畫在廣慈博愛院舊址蓋2800戶公營住宅，引發周邊居民反彈。都市計畫委員會昨天審議此案，決議刪減容積率上限50%、建蔽率5%，希望提供更多開放空間。但居民仍希望減少一半的戶數，留下更多綠地。歷經早期的社福BOT、設定地上權開發規畫，台北市長柯文哲上任後，決定將廣慈園區6.5公頃土地變更為「公共服務特定專用區」，蓋公宅並提供社福設施。都發局經過2次當地說明會後，昨天公布最新規畫，捨棄原本弧形的建築設計，改為興建6棟建物，4棟樓高29層，其餘是11和14層。基地容積率為400%，建蔽率是40%。

廣慈公營住宅 刪減容積率建蔽率

北市府計畫在廣慈博愛院舊址蓋2800戶公營住宅，引發周邊居民反彈。都市計畫委員會昨天審議此案，決議刪減容積率上限50%、建蔽率5%，希望提供更多開放空間。但居民仍希望減少一半的戶數，留下更多綠地。歷經早期的社福BOT、設定地上權開發規畫，台北市長柯文哲上任後，決定將廣慈園區6.5公頃土地變更為「公共服務特定專用區」，蓋公宅並提供社福設施。都發局經過2次當地說明會後，昨天公布最新規畫，捨棄原本弧形的建築設計，改為興建6棟建物，4棟樓高29層，其餘是11和14層。基地容積率為400%，建蔽率是40%。

對於居民關心的樹保問題，都發局昨天表示，總計基地內會有650株樹木，其中59株是受保護等級，只有2株因配合捷運興建遷移。都市設計科長羅文明表示，園區南北兩側各預留近1.4萬平方公尺、5000平方公尺的綠地，總計法定開放空間將超過4.2公頃。昨天的審議會吸引許多民眾到場關心，很多人都說是第一次看到新方案，「來不及反應」。居民葉小姐說，肯定都發局的設計回應需求，但周邊民宅容積率多只有225%，市府卻要蓋那麼高，希望不要為了兌現公宅數量，犧牲居民利益。多位都市計畫委員都肯定都發局的規畫，但認為周邊民宅未來更新後，容積率頂多提高到337.5%左右，廣慈園區也應該調降才公平。委員會最後決議，將容積率從400%降至350%，建蔽率從40%降為35%，並訂定公共空間管理規定。而容積、建蔽調降是否會影響公宅戶數？都發局長林洲民表示，目前設計的建築量體就符合新規定，會再跟當地民眾溝通決定房型、戶數。(中國時報)，
