　昨動保處出動「毛寶貝結紮醫療團」前往瑞芳猴硐貓村為街貓結紮。（新北市政府動保處提供）

毛小孩「蛋蛋挨刀」！結紮是新北市動保處今年的首重目標，昨動保處出動「毛寶貝結紮醫療團」前往瑞芳猴硐貓村為街貓結紮，共計有49隻貓咪接受結紮手術及植入晶片、疫苗施打等措施，新北市議員林裔綺、光復里長周晉億也到場為為貓兒、工作人員打氣，希望未來街貓的生活及健康都能更加良好。猴硐貓村因當地貓咪與居民和諧共存而聲名大噪，近年來被列為「世界六大賞貓景點」、成為國內知名賞貓旅遊地點之一，今年起動保處派員進駐猴硐貓咪衛教推廣資訊站，協助整合當地貓咪造冊列管，為了維護街貓的生活品質，昨醫療團隊前往猴硐貓村進行第一梯次街貓結紮活動，有49隻貓咪接受結紮手術。

毛小孩「蛋蛋挨刀」！結紮是新北市動保處今年的首重目標，昨動保處出動「毛寶貝結紮醫療團」前往瑞芳猴硐貓村為街貓結紮，共計有49隻貓咪接受結紮手術及植入晶片、疫苗施打等措施，新北市議員林裔綺、光復里長周晉億也到場為為貓兒、工作人員打氣，希望未來街貓的生活及健康都能更加良好。猴硐貓村因當地貓咪與居民和諧共存而聲名大噪，近年來被列為「世界六大賞貓景點」、成為國內知名賞貓旅遊地點之一，今年起動保處派員進駐猴硐貓咪衛教推廣資訊站，協助整合當地貓咪造冊列管，為了維護街貓的生活品質，昨醫療團隊前往猴硐貓村進行第一梯次街貓結紮活動，有49隻貓咪接受結紮手術。

動保處安排了分站式的結紮流程，分為報到區、術前檢查區、手術區及術後照護區，全程照料結紮的貓咪，一方面以高效率方式進行貓咪絕育手術，另一方面光復里長周晉億、居民及志工們也一同為當地街貓進行初步健康檢查、讓貓咪接受狂犬病及貓三合一疫苗預防注射。而在活動過程中發現有7隻貓咪有較嚴重的口炎問題，擔心牠們病情會加劇並影響其他貓隻狀況下，動保處獸醫師也主動將貓咪帶回動保處醫療中心進行抗生素治療及洗牙療程，給予這些已經生病的街貓有更好的醫療照護。動保處長陳淵泉表示，動保處人員定期與居民及協會志工合作，為當地貓咪施打狂犬病及貓三合一疫苗，上周也進行例行性的貓村消毒工作，目前初估貓村裡的街貓粗約有200隻，其餘街貓的結紮工作分梯進行，並植入晶片進行造冊管理，建立健康資料表，以便日後有效進行貓咪的源頭管理及健檢。(中國時報)，

美國《全球金融》雜誌列出全球最富裕的23個國家和地區，台灣堂堂名列第17，媒體大幅報導，一些馬友友們趕緊為馬英九擦脂抹粉，學界的評析還算平實，一般民眾則普遍無感，小確幸也許有一點，論富裕則未免誇張。相關財、經部會官員及央行總裁倒是出奇的安靜，他們既非寡聞更非弱智，應該知道此一表面亮麗排名，有它背後陰暗的一面。這項以購買力平價（PPP）計算的富裕排名，台灣成績耀眼已不是第一次，還有其他一些類似的統計數字更令人驚嘆！如人均金融淨資產（260萬新台幣／人）名列全球第8，如果換算成為PPP計價，則高居全球第一。

美國《全球金融》雜誌列出全球最富裕的23個國家和地區，台灣堂堂名列第17，媒體大幅報導，一些馬友友們趕緊為馬英九擦脂抹粉，學界的評析還算平實，一般民眾則普遍無感，小確幸也許有一點，論富裕則未免誇張。相關財、經部會官員及央行總裁倒是出奇的安靜，他們既非寡聞更非弱智，應該知道此一表面亮麗排名，有它背後陰暗的一面。這項以購買力平價（PPP）計算的富裕排名，台灣成績耀眼已不是第一次，還有其他一些類似的統計數字更令人驚嘆！如人均金融淨資產（260萬新台幣／人）名列全球第8，如果換算成為PPP計價，則高居全球第一。

但是，我認為且慢高興，因為它代表了五種怪異的現象：一、國窮民富，而且很富！二、大量財富由流量轉成存量，失去動能。三、資產分配不均，遠甚於所得分配不均。四、GDP被嚴重低估，原因是匯率超貶，美金計價的合理人均GDP可能在28，000元附近。五、PPP奇高，主因為物價刻意被壓低，合理的PPP計算應在36，000元左右。前面我假設的合理人均GDP為28，000元，PPP為36，000元是假定20年來如果央行沒有刻意「阻升助貶」，今天新台幣的匯率應該高於31元，我們如以1998年基準，比較台、韓、日三國，事實是韓圜升值25%，日圓升值19%，而新台幣僅升值9%，所以台幣相對便宜，從2013年起日幣雖然瘋狂貶值，但別忘了從2008年到2012年，日幣狂升39%，所以今天台幣仍比日幣超貶10%，但我們重度仰賴出口的產業恃寵而驕，只要日、韓貶匯，便大哭大鬧要求央行比照，好似一個被寵壞的小孩只要看到鄰家小孩手中一支棒棒糖，便吵著也要，卻忘了過去數十年，台灣社會已經讓你吞下多少甜頭。因為PPP奇高，GDP人為低估，所以兩者的比值高達1.9，與柬埔寨等落後國家無異，通常已開發國家都在1.0上下，表示物價真實反映GDP，一些匯率超升的先進國家這個比值甚至低到0.5～0.6，亞洲以出口為導向的諸小龍則在1.3左右，他們跟台灣一樣，以匯價雙低政策補貼出口，但程度沒有我們這麼離譜。尤有進者，政府自1997年開始減稅，至今稅款少收新台幣7兆元，比同期間中央政府累積的債務餘額還多了2兆元。此一低稅、低薪、低價的人為「三低症候群」，它的實際獲益者為：一、出口產業。二、來台觀光客。三、在高薪國打工（如澳大利亞）而把收入匯回台灣的台客。但，它的長期受害者就更可觀，且一向被忽視：一、全民：大家的資產因匯率而受貶，庶民大眾以低薪資過低通膨的生活，典型的苦勞本色。二、受薪階級：2000年以來，實質薪資所得停滯。三、出國旅遊的國人發現世界各地的物價都貴得驚人。總之，18年來，我們以低薪、低價、低稅負來降低出口成本，以全民賤估資產，縮緊荷包去支撐一個不爭氣的出口，他們只知削價兜售無法升級的產品，以全民的血汗去維持全球市占率，讓大家都變成名符其實的Loser（魯蛇）。我必須沉重的提醒國人：當外國旅客（含陸客）認為我們是購物天堂，台灣就是落後國家！低薪、低物價的環境無法孕育創新與轉型，所有創新大抵來自高所得、高物價的地方，如德國、瑞士和美國的矽谷。多年來，政府不管藍綠，已經不知不覺間被出口產業綁架，將台灣帶進「三低症候群」的惡性循環而無法自拔，任何創新、升級自然是奢談一場。（作者為前立委）(中國時報)，

竹市：台積電員工徐玟君日前行經中山高苗栗南下路段，遇上1輛休旅車爆胎翻覆，她熱心停內側車道擋車並下車救人，卻遭後方賓士追撞受到重傷。新竹市長林智堅（左）昨天到苗栗探視徐玟君，家屬表示，玟君的情況已穩定。
